BIO-NO BURN™ is designed to progress from community-level open-burning reduction into a measurable, verifiable and scalable low-carbon agriculture platform integrating biomass management, soil restoration, Digital MRV, climate finance and fair farmer benefits.

1. Document status and purpose

This document is the ten-year strategic master for project development, Stage-Gate management, resource mobilisation and public communication.

The long-term direction remains coherent while implementation details may adapt to law, carbon accounting methods, technology, finance, field evidence and confirmed partnerships.

The website and derivative documents should use the same definitions, status labels and safeguards as this Master.

2. Vision 2035

By 2035, BIO-NO BURN™ aims to evolve from a community open-burning reduction model into a measurable, verifiable and scalable climate and low-carbon agriculture platform that creates fair value for farmers, communities, government, businesses, investors and development partners.

3. Policy principles

Build measurements and evidence before making any carbon-credit claim.

Funding follows the Roadmap

Finance should support the strategy rather than redirect it toward short-term funding.

Community Benefit & Just Transition

Farmers and communities must benefit fairly from the transition.

Expand only when data, evidence, finance and implementation capacity are ready.

6. Digital MRV Registry

Every new area should enter a common data architecture to support monitoring, traceability, GHG assessment and future consideration of suitable carbon mechanisms.

7. Carbon integrity policy

  1. No quantity will be presented as carbon credits until the relevant methodology, baseline, additionality, monitoring, reporting, verification and issuance requirements have been completed.
  2. During development, use “Estimated GHG Mitigation Potential” together with the applicable MRV method, assumptions and verification status.
  3. Prevent double counting and establish clear data rights, benefit rights and credit-use rules before any transaction.

8. Corporate Climate Partnership Policy

  • Progress from being only a CSR recipient to becoming a Corporate Climate Implementation Partner.
  • Cooperation pathway: CSR/ESG → Climate Demonstration → Supply-chain Decarbonization → Scope 3 Collaboration → MRV → Carbon Feasibility → Climate Finance → Long-term Partnership.
  • The 2,500-rai demonstration framework covers open-burning reduction, biomass management, farmer transition, soil improvement, Digital MRV, GHG assessment and community development.
  • No organisation will be publicly described as a partner until cooperation has been appropriately confirmed.

9. Funding architecture

Layer 1 — Public

DCCE, Climate Fund, BOI, provincial/local authorities and relevant public programmes.

Layer 2 — Corporate

CSR/ESG, Climate Partnership, supply-chain and corporate climate finance.

Layer 3 — International

ADB, UNDP/GEF, FAO, ASEAN, bilateral cooperation and international climate funds.

Layer 4 — Carbon

T-VER/Premium T-VER or another applicable and suitable future mechanism.

Layer 5 — Commercial

Organic fertiliser, agricultural produce, biomass services, training, technology and knowledge.

10. Roadmap 2026–2035 and Stage-Gates

Stage 1
FOUNDATION • 2026–2027

Reconcile evidence for the reported 2,500-rai footprint; complete the Farmer/Plot Registry, biomass and soil data and Digital MRV; and pursue the 5,000-rai target under Stage-Gate controls.

Stage 2
DEMONSTRATION • 2028–2029

Validate and consolidate readiness for the 5,000-rai target, with a GHG inventory, MRV pilot, methodology feasibility and corporate partnerships before further expansion.

Develop 5,000–10,000+ rai, aggregation/bundling, benefit sharing and climate finance.

Gate: Scale & Finance Decision

Create an implementation standard, train local implementers and replicate across provinces.

Climate Steering Committee

Oversees vision, policy, Stage-Gates, risk and approval to move between stages.

Technical & MRV Working Group

Manages baseline, methodology, data standards, GHG accounting and verification readiness.

Finance & Partnership Working Group

Manages finance, partnerships, benefit sharing and funding conditions.

Annual / Event-Triggered Review

Reviews every 6–12 months and after material changes in law, methodology, finance, partnerships or verification.

  • Do not announce an organisation under discussion as a confirmed partner.
  • Always state that this Living Roadmap depends on technical feasibility, finance, methodology, verification, regulation and confirmed agreements.

16. Ultimate objective

Demonstrate not only that “a community can stop burning”, but that “no-burn agriculture can create a new farmer economy while reducing GHG emissions, restoring soil, reducing PM2.5 and delivering measurable and verifiable results.”
